When it comes to keeping a watchful eye on each other's homes the canton of Vaud is a pioneer. Drawing its inspiration from a concept already applied in England, the canton's police began in 1992 to seek the collaboration of citizens in efforts to bring to an end a series of break-ins. By 1999 more than 40 communes had adopted the system, with 800 persons acting as neighbourhood watch supervisors and a total of 2'000 collaborators. Since then other communes throughout French-speaking Switzerland have expressed interest in the idea. It is not a question of the citizens mounting their own patrols or taking over the duties of the police, but rather of an early warning relay manned by citizens who must go through the usual channels to alert the police about suspicious or unusual activities in the neighbourhood. Foremost among some “bizarre” happenings according to a spokesman for the police, is the frequent appearance of cars with foreign licence plates, transporting people who are “not from these parts”…
