Carlo El Basbasi wurde 1992 in Bern geboren, studierte an der Universität Bern Soziologie, Politikwissenschaften, Medien-Kommunikationswissenschaften, Kunstgeschichte und Philosophie und schloss mit einem Bachelor of Arts in Social Sciences ab.
Seit 2017 ist er Inhaber der Filmproduktionsfirma Neon Ray Films in Bern, übernimmt administrative und organisatorische Aufgaben und arbeitet als Creative Producer für Auftragsfilme. Zudem ist er in freien Projekten als Produktionsleitung und Aufnahmeleitung tätig.
